I need some advice, I am really worried about our neighbors cat and think they might be neglecting it. We live in a large apartment and the people below us have a cat that they leave on the porch all the time. It is a 2nd story porch so that cat cannot get up or down. The people are never home and the cat is literally out there all day and night. She meows really loudly and sounds like she is in distress/pain. She sounds very unhappy and I have seen her try to jump off the porch a couple of times. It has been going on for about 2 months and it has been too long for her to just be in heat. I really feel like I should do something to help it. I do not think they are necessarily abusing the cat but they are definatley neglecting it. My boyfriend works from home so he is home all day and he never sees anyone home and the poor cat is out there meowing day and night. If you could hear this cat meowing it would literally break your heart. To me that is the equivalent of locking your child in a room all day and night with no human interaction. I am really worried that this cat is not being cared for properly. I have thought about going down there and knocking on their down but I don't want to come off the wrong way. My boyfriend and I really want to adopt the cat and do not want to see anything happen to it. I'm worried that if we do something they will try to get rid of the cat. I checked with our local humane society and you can file a report but they do not give you the results of the investigation. I am really concerned and do not know what to do....

If you really want to adopt the cat maybe you can go down there and explain to the people that you are worried because the cat meows nonstop and that you have noticed they are not home a lot and was wondering if they would consider giving the cat to you. Maybe they simply do not want to take care of it or feel they are doing nothing wrong. If they want to be idiots about it, then just simply tell them that either they can let you adopt the cat, take better care of the cat, or you will call the human society. If it comes to that, you can express your concern to the human society and let them know that you will be more then willing to adopt the cat. If the cat is taken away and the humane society will not work eith you, then check your local shelters for the cat. That is about the best advice I can give you. I hope it helps.
1Even thought cats like to be outside sometimes, the simple fact is that the cat can jump or climb down and either run away or get hurt. Express this concern with the people who have the cat and offer a solution up front (such as taking the cat).
2Maybe ask your neighbor why they keep the cat out there, just to feel them out and see what the situation is. If it seems like they don't really want it, offer to adopt the cat. If they refuse and you are still concerned about the cat, then you should call animal control. Be sure to let them know that if the cat is in fact being neglected, you would be happy to adopt it. Follow up with animal control if you notice that the cat is gone, and see if it has been seized. They probably can't disclose the details of the case, but I don't see why they wouldn't let you adopt it.
It might even be better to start with animal control if you don't want to confront your neighbor. Whatever you feel the most comfortable with. Good luck!!

4I guess the best thing to do first is try to talk to these people and see if they will work with you or let you take over. If not I would call the animal control, tell them you will take the cat you just need help getting it or how you can go about doing that. I would do the same thing! We ended up taking in a neighbors cat cause they were not taking care of it...they were not abusing it at all and gave them every chance to come get it but we finally just took it in and got it fixed and it has been with us ever since and couldn't be more happy!!! I hope it all works out well but the bottom line is that poor cat needs out of there fast!!!! I really feel for you and wish you the best but I am sure somehow someway you can get this kitty!!!
